Default recognize this character?

So I've got this guy who wants me to draw a character as a business mascotte. No problem you'd say, but than he gave me this small jpg sketch and told me he wanted that. Well I recognized the character and told him I will not do it because it's not his and I am not going to plagerize someone else's designs...

The thing is I know I've seen this, but does anyone of you know who drew it or what comic it's from? So I can slap him around the ears with it?

I'm doing pretty fine now, had some health issues and a truckload of work though, so I haven't been posting much lately.

Looks like a character from Disney's The Rescuers, but I can't be sure. I haven't seen that movie in a bazillion years.

There was an albatross in The Rescuers but I don't think there was a pelican. I dunno for sure.

Google was a fail for me. Sorry, Gio. He sent you a blueline drawing? Heh, surely stolen from somewheres.

i think i remember that character from saturday morning cartoons in the late 70s.

i would think kozik would know who it is.

Whoever drew the original, it has a certain Buzz Buzzard feel to it. But it definitely looks familiar.
