the ability of an image to communicate has nothing to do with the rules you seem to be applying to this image. you gotta ask yourself, what ARE the rules i use to judge the effectiveness or "quality" of a poster design? then you need to think that stuff through. then you can start to see these things in a context you can use to judge.

art chantrySend art chantry a message :   yes, and this would work fine to that purpose. it would communicate directly to those in the know. it might also scare away creepy people who would find this "iunnattractive" - which may also be a funstion of design.
posters talk in hidden language forms. "beauty" and "attractive" have as much use and function as "ygly" and off-putting". so, before you can judge the effectiveness 9as advertisng) of a poster, then you need to thoroghly understand the context the visual language is used in.
putting a pretty multi-color poster with a picture of tony orlando on it will definitely attract old ladies to a tony orlando concert. it might even end up in a picture frame in a gallery to sell. but, it would scare away kings of leon fans. get the point?

understand my point? this has insight, smarts, and an understanding of the culture and process language therein. function reigns here.
it could easily have been done by a little punky kid or an old wizend weirdo. but it probably WASN'T done by a professional photographer.
